This paper analyzes the process of Sakaine Green conservation movement by the citizens to construct the management system, which has brought forth Sakaine Shitada-no-Mori Natural Park in Kashiwa, Chiba. The result was the following; 1) It is one of the chief factors in the success that the movement was initiated not mainly by a voluntary group but by the neighborhood associations rooted in the local community. 2) It is important for the success of the second stage that a voluntary group has taken the initiative in constructing the management system supported by the neighborhood associations. 3) And there are key persons who have been actively engaged in the all process of the movement and contributed much to the success.
