Abstract

Tomioka Town, which is the location of the nuclear power plant and the disaster-stricken municipality, became the main player in urban planning in modern times and gathered the population in the center, but the finances deteriorated and the population decreased. The location changed, but a hydrogen explosion caused the entire town to evacuate for six years. The population has plummeted, and half are short-term nuclear workers. They live in single-person apartments in the land readjustment project area. This situation is the same as before the disaster, except that various players were active in the center.
