In this study, hotel planning is investigated to enhance international competitiveness, with emphasis on hotels that utilize the floor-area-ratio relaxation scheme in the Tokyo metropolitan area. The challenge with this scheme is conducting consultation with the ward from the planning stage and ensuring functions that benefit the residents. Issues presented include the increasing number of foreign-affiliated hotels (based on hotel-management styles) as well as ensuring facility space and utilizing dead space (based on interviews with designers). However, cooperating with nearby facilities are shown to promote meetings, incentives, conventions, and events.
