This paper presents the actual living condition and energy consumption for household and daily routine moving in Inami Town, Wakayama Pref. as the target in typical betwixt mountainous through the questionnaire survey. Also the model households for the purpose of evaluating CO2 reduction effect of low-carbon measures were constructed based on the information obtained from the survey. According to the questionnaire survey, most of seniors around forestry area feel difficulty in daily life and half of them wish to migrate. Concerning the energy consumption, household only seniors around forestry area consume more primary energy due to characteristics of traditional farmhouse, non-electrified heating and so on. CO2 emissions per capita which was estimated based on the questionnaire survey, Inami Town compared with the Osaka City as the target in typical urban area, it become about 30% increase from household sector and about 5 times increase from daily routine moving sector. From the point of view of energy consumption and CO2 reductions, it will be affirmative determination that the elderly of betwixt mountainous regions to emigrate to population concentration district.
