This study aims to clarify background and public awareness activities to enactment and operation of the ordinance based on Building Standards Act 3.1.3. The results are as follows: (1) The ordinance has been enacted in 23 municipalities. (2) The enactment process of this ordinance can be classified into three types. (3) Few municipalities of Type A and B provide financial and technical support. Additionally, few municipalities of Type A investigate historic buildings and incorporate the ordinance into their master plans. (4) Municipalities of Types A and B should hold briefings for experts.
