Abstract
Legal councils have been established in each region for the designation of promotional zones for offshore wind power projects. A legal council includes government officials, prefectures, local governments, stakeholders mainly from the fisheries industry, experts and others discusses various issues and prepares the council's opinions. The council's opinions is attached to the public call for the offshore wind project, so that local voices are reflected in the project. In this study, a comparative study was conducted to identify the characteristics of the legal councils’ management and it discussed that the region where the pilot project have been discussed and installed can discuss better about the concept related to local development.
