12Ce–ZrO2 (containing 12 mol %CeO2)-based composites with the addition of 3Y–ZrO2 (containing 3 mol %Y2O3) were fabricated by the sintering at 1400 °C and post-HIP treatment at 1350 °C. These composites possessed the high strength and fracture toughness. Their local structures of Ce-K, Y-K, and Zr-K edges for these 12Ce–ZrO2/3Y–ZrO2 composites were examined by XAFS measurements.
