Proposals and their Treatments during the F-Plan Decision Procedure in Dortmund

Abstract

In the decision procedure of the new F-plan advanced from 2000 to 2004 in Dortmund City, the citizens and various organizations were given the opportunity to propose their views three times; at the early stage, the reading, and the re-reading. More than 1,000 different proposals were submitted and these were examined by the planning administration and the city council. These participating processes were analyzed to examine actual citizen participation in land use plan. At the early stage and the reading, a considerable number of proposals from citizens and various organizations were adopted. It is significant that there are plural opportunities to participate, which enables review also. The existence of NPO is important to expand the citizens' participation. And F-plan doesn't plan the land use alone but it is supported by other various plans, so the load has been reduced.
