This article focused on the Disaster Mitigation Cooperation Agricultural Land System that facilitated the utilization of farmland as temporary evacuation grounds in times of disasters. It aimed to clarify how much the system would contribute to regional disaster prevention as a temporary evacuation site in a high-density area. To this end, it estimated the number of evacuees to the cooperated farmland using location-allocation analysis, and the differences in future efforts to promote the institution between local governments through a questionnaire survey. The results showed that the contribution of the cooperated farmland was low immediately after the beginning of evacuation because it was distributed collectively. Local governments that were active in promoting the institution were found to plan to request farmers to register it through the agricultural committee. Among others, those that had not been long since the beginning of the institution planned to inform citizens of it and those that had a certain number of registered farmlands planned to make efforts to utilize them properly.
