By focusing on businesses that utilize old houses in the old city of Omi Hachiman, this study aims to investigate the key process for making good use of old houses. In Oumihachiman, it is shown that building a relationship of trust between the landlord and the new business, and the business risk related to the initial investment cost are important to promote each phase. It has been found that the issues in each phase can be solved to some extent through connections with local businesses, residents, and contractors such as construction companies, subsidies from the preservation district for historic buildings, and self-renovation. It is also clear that the individual cases have a ripple effect on other cases, and that the community that is forming in the region encourages the utilization of old houses.
