The concept of smart sharing cities, which was recently introduced within the field of urban planning, has
evolved in line with the continuous advancement of Information and Communication Technology (ICT),
the expansion of the sharing economy, and the urgent need to pursue sustainable development. However, a
new indicator framework is required to help cities to monitor their performance and formulate plans to
guide the process of transforming into smart sharing cities. Accordingly, we aimed to develop an indicator
framework for a smart sharing city by clarifying and refining the characteristics of existing indicator frameworks
for sustainable cities. We reviewed policies for promoting ongoing sharing activities in two cities,
Seoul and Kitakyushu, focusing specifically on the shared mobility and shared built environment sectors.
