Japanese capture fisheries now face challenges due to unstable resource levels and tightening international regulations. Under these circumstances, the aquaculture industry has continued to develop with the goal of sustainable and stable production. However, because fish-fed aquaculture requires large amounts of feed, the industry now faces issues related to feed availability and price. This study focused on feed production in the fish-fed aquaculture industry and aimed to understand the current supply system and issues facing the industry in two locations in eastern Hokkaido (“City A” and “Town B”) where the production of Japanese pilchard and fishmeal, the raw material used for feed, has increased significantly. Based on the analysis results, the study concluded that large- and medium-scale seine fisheries in eastern Hokkaido face two major difficulties:(1) making investment decisions to expand production, and (2) maintaining the fishing industry and fish-processing industry as the resource levels fluctuate.
