Under increasing uncertainty, results of bipolarization are observed in innovation efforts. The failures are likely to cause trauma which would bring about negative cycle to activities. High performing enterprises appeal the uniqueness of new products timely in marketplace. The key is hidden by deliberate program lifecycle management for program benefits. Its major function is the integration management of different lifecycles among R&D projects organized for product, process and business. The typical examples are uncertainty countermeasures disclosed in the cases of package option designing in P2M models, business chance loss in market entry delay and alignments between long range sustainable type and short range seamless type developments. The intent of this paper is targeted to editing the bases of logical context and dispersed literatures and experiences. The approach on innovations is the integration of knowledge to creative framework to uncertainty environment.
