Japan's inbound promotion policy is positioned not only in tourism-oriented country policy but also in regional revitalization policy. However, it is pointed out that it is difficult policy and idea to tie in with regional revitalization. In this research, we aim to discover issues in the academic and practical fields that P2M should newly undertake in inbound, and we consider development possibilities and their challenges to regional business that contributes to regional revitalization from the knowledge gained through the practice of the international cultural exchange program.
