Abstract
In recent years, heavy rainfall disasters have intensified due to climate change, causing fatalities,disrupting emergency response at municipal offices, and triggering secondary disasters from factory flooding across Japan. To address these risks, Japan must strengthen flood management and prepare for events beyond design levels. Switzerland’s Reuss River basin serves as a model, with tiered safety standards and land use–based emergency flood release mechanisms.
