An enormous amount of service requests triggered by specific events, such as an interactive quiz show on a TV program, can be expected to occur within a short period of time. Those service requests can disable the end server when their amount exceeds the admissible capability of the end server. In order to address this problem, this paper proposes an access control system using orderly ticket issuing function. The proposed system introduces a server, which distributes orderly tickets to user terminals. In the proposed system, the user terminals which are going to send the service requests can be controlled with a web script. Thereby the number of service requests toward the end server can be adjusted within the limits of the admissible request rate of the end server. Since the web script has been supported by most mobile terminals, the proposed system can easily apply to existing systems without any elaborate enhancements of user terminals and end servers.
