Abstract
The purpose of this paper is to examine some features of Comhairle na nÓg (which is the Irish participation and engagement system of children to represent their voice and view).
In Japan, it is required to build a mechanism to represent the children's perspective, such as youth council. However, there is no national institution to listen to children's voice but only a few local institutions. The significance of this paper is to explore the possibility of a mechanism for children’s rights to participation.
In this paper, the following three points were clarified. The first is the development of CNN. The second is the operation of CNN. The third is the practice of CNN and its evaluation. As a result, we gave suggestions about the:(1)response to the UNCRC, (2)financial support and management policies,(3)system and theoretical framework for influence on children’s lives,(4)impact on children’s abilities and nationwide practices. On the other hand, there are multiple challenges even in Ireland.
