This paper explores the legal concept of information security through examinations of OECD security guidelines, because the concept of information security has been developed by OECD security guidelines. In my point of view, " Basic Law on the Formation of an Advanced Information and Telecommunications Network Society"adopts the concept of information security which means a moral right of information security and a safeguard of information security.
