Abstract

Today, many universities, in collaboration with industry, government and civil society, are working on “Civic Pride Development" (City of Yokohama Policy Bureau), a topic raised by the “Challenge! Open Governance 2016" program. While many collaborative projects and contests are being undertaken, most are based on fieldwork and hearings. Few are data driven. However, data utilization has recently become easier due to the increasing availability of open-source data, as exemplified by the Regional Economy Society Analysis System (RESAS). Still, many problems remain. This paper uses a PBL-based methodology to address the problems and possibilities of learning involving cooperation between industry, government, academia and civil society.
