China and Japan’s forestry policies have transformed from traditional forestry policies which timber production as the center to forest comprehensive policies both ecological and economic benefits. In China, impact factors are mainly shortage of forest resources, and natural disasters, specially the 1998 Yangtze River floods. Now China’s forestry policy system has influenced by the collective forest tenure system reform since 2005. And the Forest Act and related policies are in adjustment. In Japan, the forest revitalization plan had also started in order to promote forestry. There are also some common issues between Japan and China, such as the small forest owners how to manage forest to improve the economic benefit, and how to utilize woody biomass as a new renewable energy, and so on. We can observe some common trend which forestry development should expand to the society system deeply not only limited forestry as an industry.
