Japaneas FIT eligibility for woody biomass power will narrow from under 1 MW this fiscal year to under 50 kW next year. Small-scale gasification CHP, however, is expected to expand via FIP schemes and in “decarbonization leading areas,” particularly where heat utilization is integral. This paper reviews Japan’s deployment status and the main causes of low availability—fuel-spec deviation, tar, ash melting, and organizational/safety gaps—and presents remedies: standardized fuel pre-treatment, predominantly dry gas cleaning with targeted high-temperature reforming, ash/anti-clinker measures, and integrated heat utilization. We also outline the Small-Scale Biomass CHP Alliance (SBCA) to coordinate benchmarks, best practices, and compliance.
