Our purpose on this article is to consider the potential of basin for creating social space. We focus on the Master plan of Tama River and survey the planning process by hearing to key person who committed to this plan. As results, 1st. during this 30years, residents’ organizations and its networks have been established and the amendment of river act 1997 formalize these networks as an important subject on Tama River, 2nd, the change of River maintenance policy from water system thinking to river basin that are realized through concerning ecology and participation which are clearly declared in the amendment.
