In the overview of the history of national parks, a proposal and petition of the Imperial Diet triggered the national parks service. However, the following facts are discussed in this study: 1) a proposal and petition of the Imperial Diet did not have any direct influence on the launch of the national parks service, 2) Michio Yuzawa, a bureaucrat of the Hygienic Bureau of the Ministry of Home Affairs, appointed Tsuyoshi Tamura for a temporary engagement out of necessity to establish park regulations along with the start of urban planning administrations, and the investigation of national park candidates thus started by Tamura’s suggestion which incorporated national parks, and 3) social demand toward national parks had to be advocated in order to promote the national park policy, which was not main stream in the Hygienic Bureau; and hence the launch of the national parks service been discussed as if it had been triggered by a proposal and petition of the Imperial Diet.
