Since the Great East Japan Earthquake, tsunami evacuation towers and mounds have been installed in Shizuoka Prefecture. This study aimed to identify issues related to the installation and operation of these facilities and propose countermeasures by conducting a basic survey, questionnaire survey, and on-site investigations to analyses the current status. The results identified three key issues: 1) access procedures to the towers and mounds, 2) their functionality as temporary shelters during evacuation, and 3) maintenance and management practices. As countermeasures, the study proposed 1) establishing an inspection and management cycle to ensure the functionality of the evacuation facilities, 2) providing specialized technical knowledge and financial support to enhance the functionality, and 3) offering guidelines for establishing maintenance and management methods for evacuation facilities, along with securing funding for those costs.
