Abstract

This paper deals with the main parts of the basic studies which have been carried out aiming at the establishment of a method to predict real-time risk due to a flood caused by a heavy rainfall in any minor river basin. Firstly, a rising rate of discharge, the conditions of an occurrence of a peak discharge, a concentration time of flood runoff, and the validity of the rational formula are discussed in the relations to features of a hyetograph, through the analyses of the simplest 'kinematic wave model, under the assumption of negligibility of the delay effect by a channel-network system. Secondly, a simple and graphic runoff estimation method which has two parameters, for the use in the rising period of runoff is suggested from the investigation above. Its application to the data of the floods in the minor river basins (10∼300km2) showed the usefullness of the method. There remain, however, some problems in the method for its actual use, that are estimation and stability problem of the parameters. These problems and related matters are discussed through the analysis of the data of the Tama-Newtown experimental basins.
