Abstract
A questionnaire survey was conducted in the Tennou district of Kure City, which was
affected by a combined disaster (sediment and flood disaster) in heavy rainfall in July 2018, to
analyze the damage, evacuation behavior during the disaster, and factors that influenced
evacuation behavior. The evacuation rate was less than 60%, and while evacuation was difficult
in some cases during the night, there were also cases where people made poor decisions due to
lack of awareness of disaster risks. In addition, the evacuation center, Tennou Junior High
School, was damaged, and the designation of the evacuation center needs to be reviewed. And
then, the confirmation of the landslide hazard map didn’t lead to evacuation. Therefore, in order
to enhance the disaster preparedness of this district, it is necessary to promote community
activities during normal times that emphasize interaction among residents, increase awareness
of the hazard map, and implement disaster prevention activities that lead to evacuation.
