In United Kingdom, after higher education reformation started 1992, research fund system drastically changed from equal supply to competitive method depends on objective assessment. As a result, objective research evaluation and researcher evaluation became recognized and almost all of higher education institutes tried to establish research management and administration structure. Most significant change is how to formulate the research strategy from institutional wide view and organizational assessment beyond individual researcher. This article provides overview of the development process of research administration in UK and describes how institutes managements and researchers accepted and leverage an effective tool in the process of RAE deployment.
