THIS PAPER AIMS TO EVALUATE THREE COMMUNITY ROADS IN TOKYO, CONSTRUCTED FIVE TO TEN YEARS AGO, IN TERMS OF CHANGES IN VEHICULAR TRAFFIC VOLUME, EFFECTS OF SPEED CONTROL DEVICE ON TRAVEL SPEED, MAINTENANCE DIFFICULTIES AND PROBLEMS, AND ILLEGAL CAR AND BICYCLE PARKING. OBSERVATION AND ANALYSIS USING VIDEO CAMERA GAVE US THE FOLLOWING FINDINGS : (1) PEDESTRIAN AND BICYCLE TRAFFIC INCREASED WHILE VEHICLE TRAFFIC DECREASED. THUS, THIS IMPLIED THAT THESE ROADS ARE RECOGNIZED MORE AS COMMUNITY ROADS. (2)TRAVEL SPEED ARE FASTER THAN THE DESIGN SPEED OF THOSE ROADS. MORE ATTENTION, THEREFORE, SHOULD BE PAID TO THE DESIGN OF SPEED CONTROL DEVISES.
