THIS PAPER STUDIED ON THE PARKING FARE SYSTEM THAT MADE THE MOST EFFICIENT USE OF EXISTENT PARKING FACILITIES IN THE CITY RETAIL CENTER. FOLLOWING A PRELIMINARY ANALYSIS OF PARKING USE IN THE STUDY AREA, PARKING LOCATION CHOICE BEHAVIOR AND PARKING TIME DISTRIBUTION WERE MODELLED BY THE DISCRETE-CONTINUOUS MODEL TECHNIQUE, WHICH COULD TAKE INTO CONSIDERATION THE INTERDEPENDENCY BETWEEN THE TWO. MODEL SIMULATION INDICATED THAT WELL-ADJUSTED PARKING FARE SYSTEM COULD BALANCE PARKING DEMAND BETWEEN CENTER AND FRINGE PARKING FACILITIES, AND IMPROVE TOTAL PARKING USE SITUATION, SUCH AS THE AVERAGE OF WAITING TIME AND PARKING USERS' UTILITY.
