THIS PAPER ANALIZES THE FEASIBILITY OF LAND-USE CONTROL BY THE DISTRICT PLANNING LEGAL SYSTEM. ALTHOUGH IT IS CHARACTERIZED AS A FLEXIBLE BUILDING CONTROL METHOD BY NOT ONLY THE BUILDING BY-LAW, BUT ALSO THE MUTUAL AGREEMENT AMONG RESIDENTS, IT SHOULD BE EQUALLY EFFECTIVE AND PERMANENTLY RESTRICTIVE AS LEGAL CONTROL. BASED ON A QUESTIONAIRE AND FIELD SURVEY STUDIES, WE CLARIFY THE LACK OF STRENGTHENING THE INSTRUMENTS TO REALIZE PLANNED CONTENTS DESPITE THE REMARKABLE EFFECTIVENESS OF THE NOTIFICATION-ADVICE SYSTEM.
