In the present paper, we determine the necessary length of transportation network in order to maintain a fixed service level such as a average travel time and maximum flow, and deal with its dependence on regional form. We find that a square grid network is optimal under travel time minimization. We also find that a rectangular grid network proportional to the regional form is optimal under maximum flow minimization. Furthermore, a longer network is necessary as the regional form turns narrower. The required network is much longer when we introduce congestion into the model.
