The present paper deals with the hypothesis that the introduction of city master plan brings about the conceptural expansion of city planning field. From the comparison of the contents of city master plan with the equivalent plans under the old system, we found that the city planning field expanded and citizen participation is one of the reasons for this. Therefore, the opportunity that citizens discuss with persons in each section of city hall, members of a city council and the concerned, e.g. police and prefecture administration, is needed. We also found almost all contents of city master plan and some part of municipal comprehensive plan coincided. Then, it is pointed out that combining these two plans should be positively considered.
