Abstract
This study aims to clarify the problems of system to support making the land use management plan and the problems caused by the land use management plan given the effect. Then, we clarify the followings by the investigation intended for 139 municipalities that have done the project to support making the land use management plan. There are municipalities that have not used the support project of the land use management plan for making an effective land use control method. The land use management plans securing the effect is not able to demonstrate comprehensive coordinating functions as a high-ranking plan because the plan is operated with the individual regulation act.
