Abstract

The coal mining had once prospered in Hokkaido and northern Kyusyu, but the majority of the coal mines were abolished by changing of the energy at the industries, in the old production of coals, the industry and the local societies are now declining.
To enliven them, I have a new plan which uses the rests of old mining establishment.
By the activity of technocrats, the tourism and the commerce are new built up, and they will be advanced.
It seems to be possible to be born there again of the localsociety.
