Abstract

In Japan in recent years, the agreement formation which aims at decentralization of responsibility and clarification of responsibility has increased. In such inside, its attention was paid to consensus building process as practiced in the US. So, the example of Tokushima town is taken up in this research. By this research, participatory observation and hearing investigation were conducted. We study on participants' evaluation of organizing and managing a citizen's committee in Japan by a third party.
