Abstract

In this study, we focused on systems for reducing the number of mandatory parking spaces attached to public transportation promotion measures, which had not been organized before, and collected and organized the systems of 13 municipalities from data published by local governments and other organizations. The contents of these systems were compared and verified, and differences and commonalities among the systems were clarified. After reviewing the status of utilization of the systems, we discussed the systems, presented the significance of facility-based reduction and the merits of the systems, and discussed the issues, points to keep in mind, and points to consider from the viewpoints of safety as a system, fairness as a system, and accountability as a system.
