Abstract
 The 2011 off the Pacific coast of Tohoku Earthquake was occurred. From this earthquake, it need to reexamine Tsunami height. There are high rate of earthquakes that 87% probability of the Tokai earthquake, 70% probability of the Tonankai earthquake and 60% probability of the Nankai earthquake around Kagawa Prefecture within 30years.
 For the sake of saving a life, tsunami refuge building was constructed in low-lying land. However, huge tsunami was attacked the tsunami refuge building, we were running out of ideas.
 In this study, tsunami hybrid refuge technique was investigated to use floating type tsunami evacuation shelter and Tsunami evacuation tower from hydraulic experiment
