Abstract

 The 2011 Tohoku Earthquake and Tsunami caused damage to 19 thermal power plants (40 units) located in Kanto and Tohoku region. In this paper, we build a database of thermal power plants including information about observed seismic ground motion, tsunami height, occurance of liquefaction, postearthquake operational status and damage mode of facilities. Based on the statistical analysis, the empirical fragility curves of the facilities in terms of PGA and tsunami inundation depth, the fragility curve of the function of power plants in terms of PGA, and the function to predict the recovery duration of power plants using the damage situation of facilities as parameters are developed. These functions can be applied to estimate the impact on thermal plants due to a seismic disaster and prepare countermeasures.
