Evaluation Method for R&D Themes by means of Structural Techniques.

Abstract

The selection of an R&D theme is a decision-making problem. Therefore, when we aim at explicit decision-making, various supporting data based on a research evaluation are necessary for decision-making. The evaluation method proposed proposed here attempts to evaluate R&D themes at the technological level in regard to the research seed.Evaluation should not be done for the purpose of controlling researchers. Rather, it should be for the purpose of supporting researchers. The evaluation method proposed here is a participatory-type supporting system, by which we try to confirm that the judgement independently made by a researcher is appropriate and effective. This evaluation method is comprised of drawing up a technology relation chart which helps researchers identify their position and evaluation of their themes by means of the chart. As for its methodology, in order to achieve structuralization with the associated technologies, we used a matrix evaluation, relevance tree, paired comparison and graph theory, and tried to apply these methods from the systems approach angle.
