"Normalization" is the definition, changing our society as that the handicapped and the elders can willingly have human relations and execute social activities in the community. It basically involves the flexible and pluralistic values, in other words, ambiguous values. On the other hands, we have a thought, the thought labeling us monotonous, treating us as superiority or inferiority with ranking. And finally the thought reaches the justification of segregation and killing. This symbolic affairs is enacting national eugenic act "KokuminYusei-Ho". I have tried to make known the roots of the social welfare thought, "Normalization" in Japan, analyzing the critical opinions in the process of enacting the act. It seems to me that Ms. Kaneko Kitamura's opinion deserves our attention as a result of my study. Social welfare, in actual fact, has both normalization and antinormalization thought. I have tried to explain the difference the former and the latter, and presented the concept of "Normalization" in detail and pointed out the problems of anti-Normalization.
