Abstract
I examined the way the system to provide welfare services for children and families should be carried on in this report. I chose the way of referring to literature as the way of study. I studied the content of literature referring to the Child Welfare Law in the past 20 years regarding the way the system to provide welfare services should be carried on, and simultaneously studied the report regarding the main points of Child Welfare Law which was revised in 1997, and studied the problem of the reform of the Child Welfare Law in the future. In conclusion, the main points of how the system to provide welfare services for children and families should be improved are to prevent some trouble from occurring and to take the community based welfare services into account, and, to be concrete, to set up the system to provide services in the city, the town and village respectively.
