As local governments in Japan have had to respond to the intensification of inter-city competition in recent years due to the overall decline in the national population, the drawbacks of existing organizations have become more apparent, and the need for organizational reform has increased. In this study, we propose a new, versatile model that combines change process support to help top management and organizational members work together to achieve organizational reform.
