What "reality" is characteristic of a Japanese local city? I want to show it as "motorization" and "a foreign laborer" by this report. It is Oizumimachi, Ora-gun, Gunma and Oota-shi, Gunma that this report introduces. Oota-shi and Oizumimachi are the places where problems of a local city appear radically. Transformation of communication with development of motorization. Suburbanization of population and hollowing out of a central town area. An inflow of a foreign laborer to a group of subcontractors of a global company. Segregation with community of a foreign laborer and Japanese community. The characteristic problems of local city are condensed in the areas. Oizumimachi and Oota-shi are adjacent for geography, and a lot of foreign laborer, particularly Japanese-Brazilian, are living in the areas. It was taken up by the mass media, and much research has been made. In addition, a lot of people depend on car in their life, in Gunma where motorization goes ahead. The motorization let a central town area decline. A foreign laborer flowed in, and community of a foreign laborer was formed afterwards. It is Oizumimachi. Oizumimachi became famous as a town of a foreign laborer, but Oota-shi became famous for another form. A shopping street in front of the Oota station have changed into "big sex industry street". Under such social change, people make "sex" invisible, and regard a foreign laborer as "an uncertain neighbor". However, is it a "result" of what kind of "cause"? Will not such feeling let another risk occur?
