青果物集出荷施設における外国人材依存の深まりと多層化への対応

―北海道Y農協を事例として―

This paper examines the issues of multi-layering that accompanies procurement of large numbers of foreign workers through a survey of those who have been recruited through multiple employment methods to Compensate for a shortage of workers to sort vegetables at grading plants facilities in large vegetable producing areas. The case study is Y Agricultural Cooperative, located in a field crop area of Hokkaido. With the availability of multiple systems, combined with the procurement of human resources tailored to the actual conditions of local agriculture, it is expected that the presence of foreign workers will become more multi-layered and expand．
