Human communication with information exchanges may be stimulated in mobilized societal system assisted by administrative sectors in the course of environmental amelioration in any local society. Communication channels are categorized into 6 types with cyclic and mutual process of activities between administrative sectors and citizens; 1) information supply and consumption, 2) societal contrivances incentive to voluntary activities, 3) event setting for upsurging of environmental consciousness, 4) systematization of human resources with organizational perspectives, 5) environmental learning with personal perspectives, and 6) gathering towards better understanding on decision-making process. Based on the results of a questionnaire survey, 16 types of progressive communication patterns are identified in many event-oriented and socialy devised communication performances. Inputs to and outputs from communication subprocesses in each patterns should be more closely connected with each other for better environmental communication.
