Regulatory means are coupled with guiding actions and voluntary policies in the field of environmental conservation of vegetation in urban areas. The functions of administration system in local government, especially rule-making, guiding and regulation actions justified by local ordinances are evaluated based on a questionnaire survey and hearing to five selected local agencies, from the three viewpoints: first, policy judging on penal regulations to the action of cutting preserved trees, second, the internal and external factors of problem identification, enacting ordinance, and enforcement and continuous management in local government, and finally, technological, personal and organizational dimensions of policy-performing behaviours for preservation of trees with urban landscape values.
