Abstract

In recent years "Urban Planning by Citizen's Initiative" system was introduced through the Urban planning Act,showing a tendency of thinking much more in the importance of Community Plans. Nevertheless, there is a difficultyto operate this system considering lack of experience and knowledge of citizens but also of planners. BecauseCommunity Plans focus on commerce, welfare, agriculture among others, it is required a partnership including aspecialist. The present study proposes partnership mechanism to operate Urban Planning System by Citizens' Initiative basedon practical examples, to support the decision-making process.
