Evaluation　Method　for　the　Effe￠t　of　the　Seatbelt　Use on　the　Accident　Rate　and　its　Application

Abstract

Up　to　date，there　were　not　any　distinctive　methods　to　examine　the　effect　of　the　seatbelt　use　on　the　autombile accident　rate、In　this　report，an　evaluation　method　for　the　effect　is　proposed，which　is　based　on　the　transition matrix，and　the　result　of　simulation　examples　is　presented　utilizing　the　method． One　simulation　result　clarifled　that　mder　certain　condition　the　improvement　of　the　seatbelt　use　rate　does　not always　reduce　the　death－on－the accident　rate．From　the　result，we　could　Ieam　that　the　enlightenment　on　the seatbelt　use　to drivers　and　passengers　must　be　accompanied　with　the　proper　education　on　traffIc　and　safety．
