The purpose of this paper is to make it clear that the number of people in poverty is on the increase in Japan and to propose the reform plans of social security systems. First, we clarify that economic fluctuation and demographic change extend the income disparities and increase the number of people in poverty. Secondly, we estimate the number of people in poverty and working poor who don't go on welfare in spite of living below the livelihood protection line. Finally, we make proposals the reform plans of social security systems which work in cooperation with labor policy and contain the intimate collaboration of the central government, the local government and the local community.
