Comparison Analysis of Local Disaster Management Plan in Kumamoto Prefecture

Abstract

The table of contents and its structure of local disaster management plan are not unified in Japan, which cause inefficient mutual assistance between local governments during disaster response. This paper makes comparisons the table contents of local disaster management plan between local governments in Kumamoto prefecture to clarify the difference and issues. Based on the comparison result, structure and number of chapter between local governments differ greatly, which may cause inefficiency during disaster response. In addition, this paper points out situation that some of the important contents are not included in the plan of some local governments.
